19 ENGINEER OF THE YEAR NOMINEE Mark Holt The Great Basin Post of the Society of American Military Engineers (SAME) has nominated Mark Holt, a Hill AFB US Air Force Engineer, for Utah’s Engineer of the Year. For the last eight years Mark has worked to make the Falcon Hill Enhanced Use Lease Project a success. The project involves leasing Air Force property, about three and half miles of freeway frontage, to a private developer. In exchange for the lease, the Air Force receives new infrastructure, build- ings, utilities, and streets with no impact on the Air Force budget. As a result of the Falcon Hill development, the Air Force has received a new West Gate and new Security Building, saving tax payers an estimated twenty million dollars. Falcon Hill includes 225 thousand square feet of office space inside the fence at Hill AFB providing space for contractors to work near their Air Force counterparts. ENGINEER OF THE YEAR NOMINEE Gary Horton The Utah Chapter of the Institute of Transportation Engi- neers has nominated Gary Horton, Summit County Engi- neer as Utah’s Engineer of the Year. Gary has 21 years of professional engineering experience including planning, design, and construction management of numerous trans- portation infrastructure projects while as a public sector employee and consultant. Prior to his arrival at Summit County, Gary worked at Project Engineering Consultants (PEC) for 11 years and he served as President, Chief Exec- utive Officer and Utah Office Manager. Gary is active in several engineering societies including ASCE, APWA, ACEC and the ITE. Among his notable projects are the 24th Street Interchange Environmental Assessment, Ogden City, Utah; Landmark Drive Environmental, Final Design and Construc- tion, Summit County; and Harrison Blvd Reconstruction, Ogden City, Utah.
