36 safe working conditions, even with the use of trench boxes, sewer trenches ended up spanning a good width of the roads. The existing condition of the asphalt also compounded the issue. In many places the asphalt was so alligatored that when contractors attempted to dig a trench on one side of the road, the remaining asphalt crumbled. The additional asphalt needed to rehabilitate the roads, as well as the difficulty in managing a multi- year, multi-contract project, were the main reasons that the project exceeded the original funding amount. Out of Sight, Out of Mind Another challenge of the project was the unknown loca- tion of existing utilities. The city lacked accurate records of where the existing culinary and sewer utilities were located. In the process of replacing the culinary and sewer lines throughout the city, the various contractors either discov- ered existing utilities where they shouldn’t have been or failed to locate utilities where they were thought to be. This caused problems in the sequencing of work and in main- taining the required separation between culinary and sewer lines. As a final part of the utility project, Franson Civil En- gineers will assist Helper City in developing a GIS database of all three new utilities for future reference.
